Sir:-
I am directed by Secretary Sir E. Grey to transmit
to you herewith to be laid before the Secretary of
State for the Colonies a copy of a note which has been
received from the Netherland Chargé d'Affaires announcing
that his Government have fixed December 1st, 1911 as
the date, for the opening of the Opium Conference at
The Hague.
Sir E. Grey proposes, with the concurrence of Mr.
Harcourt to reply that the date proposed will be ac-
ceptable to His Majesty's Government, and to express the
hope that a definite programme will be issued a reason-
able time before the meeting of the Conference.
